Abstract

Indonesia, as a maritime country, has enormous potential in the marine and fisheries sector. Fishermen, especially those in coastal areas such as Sidoarjo District, play a crucial role in maintaining food security and supporting the local economy. However, they still face various challenges, including financial limitations, inadequate infrastructure and lack of access to modern technology. To address these issues, the government has issued Local Regulation No. 4/2014 which aims to protect and empower farmers and fishermen to become more independent and prosperous. This research aims to analyze the implementation of Local Regulation No. 4/2014 relating to the protection and empowerment of farmers/fishermen, with a focus on the fishing community in Gisik Cemandi Village, Sedati District, Sidoarjo Regency. The research method applied is descriptive qualitative, with data collection techniques through interviews, observation, and documentation. The theory used is Merilee S. Grindle's (1980) policy implementation model, which includes variables of policy content and implementation context.
