Abstract

This thesis is a qualitative comparative study aimed at evaluating and comparing the effectiveness of waste management in two Bank Sampahs in Surabaya: Bank Sampah Wani Perak Utara (BSW) and Bank Sampah Sektoral Anggrek Babatan Wiyung (BSSA). This research is based on the performance differences between the two Bank Sampahs in the 2023 Surabaya Bank Sampah competition. The research methodology utilizes the Nakamura and Smallwood framework, which evaluates five indicators: goal achievement, efficiency, target group satisfaction, client responsiveness, and maintenance system. Data was collected through participant observation at both locations, in-depth interviews with various stakeholders (Bank Sampah managers, residents, and the Surabaya Environmental Agency), and a documentary study (local regulations, reports, and statistical data). Qualitative data analysis was conducted iteratively and continuously, involving data reduction, data presentation, and systematic conclusion drawing. The research results show significant differences in the performance of BSW and BSSA. BSSA demonstrated better performance in almost all indicators, attributed to a more efficient management strategy, stronger support from various parties, and innovation in waste processing. BSW, despite having a strong local initiative, faced challenges in terms of human resources, community participation, and digitalization. The thesis also identifies the driving and hindering factors for the success of both Bank Sampahs, providing policy recommendations to improve waste management in Surabaya and the sustainability of the Bank Sampah program.
