Abstract

Bawaslu is an instution that handles all electoral activities. Indonesia is a democratic country. In the context of democracy, community participation is essential to ensure transparancy and integrity in the electoral process. Although Bawaslu has implemented various education and socialization programs, the challenge of reaching all levels of society remains a significant obstacle. This study aims to analyze and evaluate the strategies implemented by the Surabaya City Election Supervisory Agency (Bawaslu) in increasing community participation as an effort to overcome this violation. The research method used is qualitative with a field approach, where data is collected through in-depth interviews, observation, and document analysis. The results show that Bawaslu has undertaken various initiatives, such as socialization of participatory monitoring, cooperation with stakeholders, and the use of social media to disseminate election information. However, despite the high level of public participation in election monitoring, there are still gaps in people's understanding of their rights and obligations, as well as how to report violations. The study also identified several challenges faced by Bawaslu, including the lack of human resources, the lack of information received by the public, and limitations in reaching border areas. Therefore, it is recommended that Bawaslu develop a more inclusive and comprehensive education program, and strengthen the information technology system to facilitate the reporting of violations. Thus, it is hoped that public participation in election monitoring can increase, so that fair and transparent elections can be realized.
