Abstract

This study aims to analyze the Collaborative Governance process in the implementation of the irrigation and crop expansion program to increase food crop production in Tuban Regency. The focus of the study is on the Food Security, Agriculture, and Fisheries Office of Tuban Regency; Kodim 0811 Tuban; the Public Works and Housing Office of Tuban Regency; the Agricultural Extension Office of Plumpang Subdistrict; Farmer Groups; farmers, and members of the HIPPA in Tuban Regency. This study employs Balogh's (2012) theory of collaborative governance, which emphasizes three main indicators for measuring the success of the collaborative process: 1. Collaborative Dynamics, comprising Communication, Trust, Commitment, and Resources; 2. Collaborative Actions, which involve facilitating and advancing the collaborative process, and 3. Impact and Adaptation of the Collaborative Process. The method used in this study is a qualitative descriptive approach focused on the integrative and dynamic nature of the collaborative process. Data collection techniques include observation, interviews, documentation, and literature review. In depth interviews were conducted with actors directly involved in the collaborative process of implementing the pumping and crop area expansion program, including informants from the infrastructure department and program PIC from the Food Security, Agriculture, and Fisheries Office of Tuban Regency; the captain of the TNI food unit from Kodim 0811 Tuban; the Water Resources Department of the Tuban District Public Works and Housing Agency; Agricultural Extension Officers from the Plumpang Sub-district Agricultural Extension Office; supported by the opinions of farmer groups, farmers, and members of the water user farmer association in Tuban District. Data analysis was conducted through the stages of data collection, data reduction, data presentation, and conclusion drawing. The research results indicate that the collaborative process in implementing the Pumping and Crop Expansion Program (PAT) in Tuban Regency has not been optimal. Collaboration among actors still faces various challenges, such as the dominance of sectoral egoism that drives the misuse of agricultural machinery assistance for personal gain. Additionally, the limited number of agricultural extension officers poses a significant constraint, given their central role in disseminating information and assisting farmers. The low capacity of farmers' human resources also hinders effective understanding and implementation of the program. The mismatch between program promises and onthe-ground implementation further reduces farmers' trust in the government. Furthermore, the limited resources and facilities provided have not been able to meet farmers' needs equitably. This situation highlights the need to strengthen collaborative governance through improved cross sector coordination, capacity building for actors, and the establishment of trust between the government and farmers. To make the implementation of the Pumping and Crop Expansion Program (PAT) in Tuban Regency more effective and sustainable, it is necessary to strengthen collaborative governance as suggested by Balogh (2012). This includes: (1) improving communication through collaborative dialogue forums across actors; (2) repositioning the government's role as a facilitator ensuring equality; (3) strengthening farmers' capacity through technical and managerial training based on local contexts; (4) building trust through transparency and feedback mechanisms; and (5) adapting to local dynamics through synergies with the private sector, universities, and village-owned enterprises (BUMDes). Fulfilling these elements will encourage more inclusive and adaptive governance.
