Abstract
Penelitian ini mengkaji pengaruh efektivitas dan efisiensi alokasi Anggaran Pendapatan dan Belanja Daerah (APBD) terhadap kesejahteraan masyarakat di Kabupaten Madiun selama periode 2018-2023. APBD memiliki peran penting dalam mendukung berbagai program pembangunan daerah yang bertujuan untuk meningkatkan kualitas hidup masyarakat. Namun, dalam praktiknya, terdapat ketidaksesuaian antara realisasi pendapatan dan belanja daerah yang menjadi tantangan utama dalam pengelolaan APBD. Oleh karena itu, penelitian ini dilakukan untuk menganalisis bagaimana efektivitas dan efisiensi alokasi APBD dapat mempengaruhi kesejahteraan masyarakat. Penelitian ini menggunakan metode kuantitatif deskriptif dengan penerapan model regresi linier berganda untuk menganalisis data time series dari tahun 2018 hingga 2023. Variabel yang dianalisis mencakup efektivitas (X1) dan efisiensi (X2) sebagai variabel independen, serta kesejahteraan masyarakat (Y) sebagai variabel dependen yang diukur melalui Pendapatan Domestik Regional Bruto (PDRB) per kapita. Hasil penelitian menunjukkan bahwa efektivitas dan efisiensi APBD secara signifikan mempengaruhi kesejahteraan masyarakat. Koefisien regresi untuk efektivitas sebesar 0,976 menunjukkan bahwa peningkatan efektivitas pengelolaan APBD berdampak signifikan pada peningkatan kesejahteraan masyarakat. Selain itu, efisiensi alokasi anggaran juga memberikan pengaruh positif dengan koefisien sebesar 0,112, meskipun dampaknya lebih kecil dibandingkan efektivitas. Dari hasil ini, dapat disimpulkan bahwa peningkatan efektivitas dan efisiensi dalam pengelolaan APBD sangat penting untuk mendukung pembangunan yang berkelanjutan serta meningkatkan kualitas hidup masyarakat di Kabupaten Madiun. Penelitian ini memberikan kontribusi bagi pengelolaan keuangan daerah yang lebih baik dan mendorong optimalisasi penggunaan anggaran publik.
