Abstract
This study aims to determine the priority of road maintenance in East Java Province by integrating the Provincial/Kabupaten Roads Management System (PKRMS) application with the Analytical Hierarchy Process (AHP) method. This integration is designed to address the challenges of budget constraints in road maintenance and to provide a more objective and data-driven approach to decision-making. Road condition data were obtained from PKRMS, covering physical road conditions, traffic volume, and other parameters. The main criteria used in the AHP analysis include road conditions, volume capacity ratio (VCR), connectivity, land use, and priority areas within East Java Province. Each criterion was evaluated and weighted based on its level of importance to determine road maintenance priorities. The research results indicate that integrating PKRMS and AHP can produce a more accurate priority ranking for road maintenance, aligned with strategic needs. In the UPT PJJ Surabaya road network, repair priorities were organized based on the Triggered Priority Index (TPI) values derived from the combined analysis. This study also provides cost estimates for each road segment, aiding in more efficient budget planning. With this approach, road management in East Java Province is expected to be more effective, support inter-regional connectivity, and positively impact economic growth.
