Abstract

Surabaya, one of Indonesia's largest cities, has been experiencing rapid growth, especially in 2024. One of the issues related to the city's transportation infrastructure is the increasing number of vehicles, which has led to traffic congestion for both motor vehicles and pedestrians around Joyoboyo Terminal and Surabaya Zoo, as the population has grown. To address this problem, the Surabaya City Government has constructed an exclusive pedestrian tunnel connecting Joyoboyo Intermodal Terminal to Surabaya Zoo. This research aims to analyze the time control of constructing the pedestrian tunnel connecting Joyoboyo Intermodal Terminal (TIJ) to Surabaya Zoo using the Critical Path Method (CPM). This tunnel project is a strategic initiative to improve accessibility and reduce congestion on Joyoboyo Road, with an estimated cost of Rp 31,996,921,529.00 and a planned duration of 135 calendar days. The research findings indicate that the primary causes of project delays were the late procurement of 40cm diameter piles and disruptions caused by undetected water seepage from a PDAM pipe. By employing the CPM method, the identification of the critical path enabled the optimization of the project duration and reduced the risk of delays. Additionally, the analysis of additional costs revealed a correlation between accelerating the project timeline and increased project costs.
