Abstract

This research is motivated by policies issued by the Regional Government regarding Maritime Affairs and Fisheries. In efforts to improve and preserve marine ecosystems. This Regional Government issued Regional Regulation Number 5 of 2021 concerning the Use of Fishing Equipment in Lamongan Regency. The issuance of this regulation is a strategic step taken by Fisheries and Maritime Affairs to overcome the threat of damage to the marine ecosystem. However, the birth of this policy caused a polemic among the community, especially fishermen. The aim of this research is to find out how Regional Regulation Number 5 of 2021 concerning the Use of Fishing Equipment in Lamongan Regency is as well as the factors that become obstacles in implementing this policy. This research refers to the theory of public implementation put forward by George C. Edward III. According to George C. Edward III, there are four variables that work to influence the progress of policy implementation, namely Communication, Resources, Disposition and Bureaucratic Structure. The research approach used in this research is a qualitative approach, with a case study research strategy, data collection is carried out by researchers, namely observation, interviews and documentation, while data analysis is carried out through three stages of data reduction, data presentation and conclusion drawing/verification. The results of this research show that the implementation of Regional Regulation Number 5 of 2021 by the Lamongan Regency Fisheries and Maritime Service has been implemented but is not yet optimal. In its implementation, the communication aspect has been well established. In terms of resources, there is a lack of optimization, due to the lack of availability of facilities. From the disposition of the Fisheries and Maritime Affairs Service, Lamongan Regency supports the implementation of these regulations, but there are differences in attitudes. Meanwhile, in terms of bureaucratic structure, the Lamongan Regency Fisheries and Maritime Service has an SOP based on Government Regulation Number 71 of 2016, but there is still a lack of good external coordination with related institutions in implementing this policy. Apart from that, there are several factors that become obstacles in implementing this policy, including awareness and the existence of personal interests of the community, law enforcement factors and incompatibility with the value system that exists in society.
