Abstract

This research aims to empower Difa Laras Surabaya to get a free space for expression through the East Java Social Welfare Activities Coordinating Board (BK3S). In this case, to become an organization that can be a forum for difables, it is mandatory to provide clear direction or information, namely communication to difables. Therefore, researchers examined the application of the two-way-symmetrical model between the East Java Social Welfare Activities Coordinating Board (BK3S) and Difa Laras. Researchers used organizational communication theory with a descriptive qualitative approach. The results of research conducted on 6 informants of members of the East Java Social Welfare Activities Coordinating Board (BK3S) and Difa Laras show the results of the application of the two-way-symmetrical model that occurs between the two organizations running smoothly. The obstacles that occur when communicating through offline, some members do not participate in offline communication so that the communication process runs less smoothly. The results of this study overall the application of the two-way-symmetrical model that runs is good so that it does not have major obstacles.
