Abstract

This study aims to evaluate road improvement works in East Java using the Value Engineering (VE) method. This method is applied to identify project elements with high costs and seek alternative designs or construction methods that are more efficient without compromising the project's function and quality. The focus of this research is to provide systematic solutions for budget optimization and construction work efficiency. The research process involves several main stages: functional analysis, development of alternatives, evaluation of alternatives, and implementation of solutions. The data used include budget plans, types of materials, construction methods, and technical evaluation results of the road improvement projects. This approach ensures that decisions are data-driven and lead to an overall improvement in project value. The results show that applying Value Engineering can achieve cost savings of up to 15% in specific works, such as material substitution with more economical alternatives and optimization of construction methods. Additionally, project execution time can be accelerated by 10% compared to conventional methods, without compromising safety standards and the quality of the improved roads. This study makes an important contribution as a model for applying Value Engineering that can be adapted to other projects in the construction sector. Based on the results obtained, this method is recommended to support budget efficiency, cost savings, and the quality improvement of road infrastructure in the future.
