Abstract

This research addresses the environmental damage caused by waste from the Tjoekir Sugar Factory in Jombang Regency, which adversely affects community health and quality of life. The study aims to analyze the Triple Helix approach in managing the impact of waste, involving the roles of government, industry, and society. A qualitative analysis with a participatory approach was employed. The findings indicate that collaboration among the three actors is crucial for effective solutions. The government, through the Environmental Agency (DLH), acts as a regulator and facilitator, ensuring that the interests of both the community and industry are accommodated. The company is expected to be more transparent in waste management, while community involvement in decision-making processes is essential to enhance ownership and participation. However, significant barriers exist, such as low community participation due to inadequate communication and lack of discussion forums. Additionally, the limited resources of the DLH hinder effective monitoring and education efforts. This research recommends enhancing interactions among the factory, government, and community to foster a cleaner and healthier environment, while raising community awareness about the importance of proper waste management.
