Abstract

Surabaya City, as the capital city of East Java Province, faces the challenge of population density that affects the quality of health services, especially in densely populated areas such as South Surabaya. These areas have limited access to adequate health facilities. To overcome this, the Surabaya City Government plans to build a new hospital to support the Universal Health Coverage (UHC) program and improve the accessibility and quality of health services for the local community. This study was conducted to analyze the financial feasibility of hospital development in South Surabaya using the parameters of Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PP), and Benefit-Cost Ratio (BCR). Primary data was collected from relevant government agencies, while secondary data was obtained through interviews and literature studies. The construction of a hospital in South Surabaya was found to be financially feasible with an NPV of Rp 296.625.437.523, IRR of 13.42% (greater than MARR of 12.99%), PP of 6.29 years, and BCR of 1.22. The project is sensitive to a decrease in revenue and a significant increase in expenditure, so a risk mitigation strategy is required. The results of this study provide policy recommendations that can be implemented to ensure project sustainability and improve the quality of health services in South Surabaya.
