Abstract

This study focuses on the identification and mitigation of risks associated with the construction of the Probolinggo-Banyuwangi Toll Road Project Package 2. This strategic project aims to support economic growth, but faces challenges from technical, managerial, financial, social, and environmental factors. The main risks identified include extreme weather conditions, delays in land acquisition, and material shortages, which disrupt the schedule, budget, and quality standards. The study adopted international standards such as AS/NZS 4360 and ISO 31000:2018, which provide a structured framework for risk identification, analysis, and mitigation. Data were collected through interviews, surveys, and document analysis, prioritizing risks based on their probability and impact. The findings highlighted critical risks, such as material delivery delays, material price increases, and skilled labor shortages, which require targeted mitigation strategies. Recommended strategies include implementing a real-time risk monitoring system, improving logistics coordination, and adopting advanced construction technologies to improve efficiency. Strengthening stakeholder collaboration is essential, to expedite permitting and land acquisition. Workforce training is also emphasized to address skills, productivity. Managing complex infrastructure projects, the importance of a proactive and integrated risk management approach. By prioritizing critical risks and developing comprehensive mitigation strategies, the study provides a framework to ensure project sustainability
