Abstract

The traffic conditions are narrowing the effective width on the Sidodadi Road Overpass Segment by implementing traffic lights to avoid dead locks on the overpass segment which causes traffic flow to stop. The impact of implementing traffic lights results in the emergence of queues in each direction of traffic with unequal queue lengths between the two directions of traffic lanes. The aim of this research is to optimize the time duration of traffic lights and determine the minimum limit for road services to road users. The analysis method uses the 1997 Indonesian Road Capacity Manual as a tool for calculating road performance, the results of which will be adjusted to the minimum road service limits. The current peak hour condition is the East Arm with a delay of 50 sec/pcu and service level E, while the West Arm has a delay of 49 sec/pcu and service level F. From this service level, alternative 1 mitigation is carried out, namely optimizing the duration of the green light so that the east arm becomes the service level D, while the western arm is service level C. The minimum limit for a road service is at service level C in accordance with Minister of Transportation Regulation Number 96 of 2015 concerning Traffic Engineering Management. Mitigation Alternative 2 construction of a new overpass with a service level of B. So alternative 1 is good for the short term, while alternative 2 is good for the long term.
