Abstract

Time management in activity planning is a technique designed to organize and maximize the effective use of time through the control of its allocation with certain restrictions, ensuring the efficient and timely completion of each task. Meanwhile, project cost management focuses on the control and management of finances to ensure the project is completed within the set budget. The Critical Path Method (CPM) is utilized in this study as a tool to analyze the delay of the SDSM 132 and SDSM 171 pump house construction projects in Sumenep District. Based on interviews with field supervisors, the project delays were caused by two main factors: delays in material supply from Surabaya and labor shortages, which had an impact on the overall management of project time and costs. The objective of this study is threefold: first, to analyze the time due to delays; second, to calculate the impact of delays on costs; and third, to determine alternative solutions to anticipate these delays. The results of the analysis employing the Critical Path Method (CPM) revealed a two-week delay in the SDSM 132 and SDSM 171 pump house construction project. This delay precipitated the necessity for additional workers on the critical path to compensate for the delay, consequently leading to an escalation in project costs. The financial implications of this adjustment, specifically the increase in costs, were recorded at Rp127,571,400 for SDSM 132 and Rp110,743,800 for SDSM 171. This underscores the significance of effective time and resource management in preventing cost escalation in analogous projects in the future.
