Abstract

The imposition of toll rates is often a conflict between toll road users and the government. Given that the toll road is a paid alternative road, the provision of this toll road will not escape the interference of investment needs from business entities. Sometimes the toll rates charged to the community are not fully in accordance with the willingness and abilities of the community, of course, as a prospective toll road user. By understanding the economic conditions that are descending due to the covid-19 pandemic and the dynamics of traffic conditions that exist to date, it is necessary for me to evaluate the condition of various data and information needed for an analysis of toll tariff sensitivity with a better socio-economic review. Therefore, an analysis of toll rates is needed based on the sensitivity analysis of toll rates in Gresik Regency based on the perception of Willingness to Pay (WTP) and Ability to Pay (ATP), and toll rates that have optimal toll revenues for the PT. Waskita Bumi Wira. From the calculation, the value of ATP and WTP for Classification Vehicle 1 is Rp. 1477/km and Rp. 1,406/km. ATP and WTP values for Classification Vehicle 2 and 3 are Rp. 2.144/km and Rp. 2.118/km. ATP and WTP values for Classification Vehicle 4 and 5 are Rp. 2865/km and Rp. 2,855/km. These results show that the current toll rates are still greater than the ATP and WTP of the community to use toll roads. In addition, this study also suggested to BUJT PT. Waskita Bumi Wira in order to be able to adjust the toll rate to a toll rate that has an optimal revenue become Rp. 1,100/km.
