Abstract

The construction tender process is a critical stage in the government procurement of goods and services, requiring efficiency, transparency, and accountability. The two primary digital platforms used for procurement are the Electronic Procurement Service (LPSE) and eCatalog. This study aims to compare these platforms in supporting the construction tender process using the SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis approach. The study identifies internal and external factors affecting the performance of both platforms. Internal factors include strengths and weaknesses such as LPSE's high transparency and process complexity, as well as eCatalog's time efficiency and limited supplier options. External factors encompass opportunities such as government regulatory support and MSME growth, along with threats like technological infrastructure dependency and data security risks. The results reveal that LPSE excels in transparency and accountability, making it more suitable for large-scale construction projects requiring strict competition. In contrast, eCatalog demonstrates superior time efficiency and accessibility, making it ideal for small-scale, frequently required procurement processes. Based on the SWOT analysis, development strategies are proposed for each platform, including simplifying the tender process for LPSE and increasing supplier variety for eCatalog. The study concludes that both platforms have complementary strengths and weaknesses, and system optimization can be achieved through the integration of their features.
