Abstract
Clean water is one of the basic needs in supporting human life, Dili City as the capital of Timor Leste which is developing and experiencing regional expansion, the city of Dili requires more and more water along with its development, especially clean water. With the increase in infrastructure in the city of Dili, it is certain that for the next few years the Dom Aleixo and Kristo Rei sub-districts will need even more clean water. Therefore, it is necessary to optimize clean water services and equitable distribution of services in Dili City in accordance with the target of clean water services and creating a sustainable community life. This research uses three analyses. First, analyzing the ratio of clean water services in Dili City with a calculation method in accordance with the standards of clean water needs and availability. The second is to analyze the factors that affect clean water services with multiple linear regression analysis, and formulate efforts to optimize clean water services with descriptive analysis. Third, distribution costs. From the results of the calculation, the ratio of clean water services in Dom Aleixo sub-district is 64.70%, while in Kristo Rei sub-district it is 35.30%. From the results of the regression analysis, it was found that the factors that influence clean water services in Dom Aleixo Subdistrict and Kristo Rei Subdistrict, clean water services are influenced by piping distance, and the amount of monthly family expenditure for clean water. Third, the distribution cost obtained in optimizing clean water services in Dili City in Dom Aleixo District and Kristo Rei District is U$ 335,651.37. Efforts to optimize clean water in the city of Dili can be done by equitable distribution of services according to each condition so that all people get clean water that is suitable according to Timor Leste standards.
