Abstract

Improvement of Infrastructure and Infrastructure at Yohanis Kapiyau (YKU) Air Base. Yohanis Kapiyau Air Force Base (YKU Air Base, Type C) plays an important role as a strategic element in the operations of the Indonesian Air Force's Koopsud III in Timika, Mimika Regency, Central Papua Province as an enclave military base. YKU Air Base still uses the aviation infrastructure of Mozes Kilangen Airport which is owned by PT. Freeport Indonesia remembers its strategic location, being at the forefront of the southern eastern border of Papua, making it the main gateway for TNI operational activities in the region, including TNI Task Force operations in maintaining security and guarding the Papua region. It is desirable that development be timely, effective and cost effective. Delays in a project can significantly impact planned performance, making it essential to conduct a cost and time analysis. This research aims to evaluate cost and time performance to determine project completion. The Earned Value Method (EVM) is an effective approach for project managers, as it allows for comparison of planned performance, actual performance, and project costs. The results of the research obtained good cost performance, time performance did not match expectations, and the estimated cost until the project ended was Rp. 14,756,485,176.51 and the estimated total cost is Rp. 99,187,494,986.54. The estimated time required for the project to be completed is 82 calendar days. Meanwhile, the estimated time for completion of all work is 257 days, 17 days longer than the planned schedule.
