Abstract

East Java Provincial Roads are vital infrastructure that supports the community's economic and social activities. However, varying road conditions, ranging from light to heavy damage, are a serious obstacle to smooth transportation and economic activity. Limited maintenance budgets and increasing traffic loads further exacerbate this problem. Therefore, determining road management priorities is a crucial step to ensure effective use of the budget and optimize benefits for the community. Based on previous research, determining road handling priorities uses Multi Criteria Analysis. This research aims to determine priorities for handling roads in East Java Province by considering various factors. Influence factors will be divided into two large parts, namely policy factors and technical factors. What is taken into consideration in the policy factor is conformity with the Strategic Plan of the East Java Province Public Works Department of Highways (Renstra) which contains Priority Road Policy for Priority Development Areas and Regional Spatial Planning Policy (RTRW). For technical factors, considerations include road width, road stability, traffic volume conditions and degree of saturation. It is hoped that the results of the research can become recommendations for local governments in formulating more effective and sustainable road management policies.
