Abstract

The development of warehousing and its supporting facilities at Juwata Airport faced several obstacles that led to delays in the project execution. Therefore, a project control method is needed, which is the Earned Value Method. The Earned Value Method is a control technique that assesses the cost and time performance of a project, using indicators such as Cost Variance (CV), Schedule Variance (SV), Schedule Performance Index (SPI), Cost Performance Index (CPI), as well as estimates of the project's cost and completion time. Using the Earned Value Method, it was found that the CV value was less than 0 from week 20 to week 26, indicating that costs were higher than planned. Meanwhile, from week 24 to week 26, the SV value was less than 0, indicating a delay. The CPI value was greater than 0 from week 20 to week 26, indicating that the costs were lower than planned, while the SPI value was less than 1 from week 24 to week 26, indicating a delay. The final project cost estimate, based on the EAC (Estimate at Completion), is IDR 15,019,062,678.43, and the Time Estimate (TE) for week 26 shows 238 calendar days, which means the project completion will be delayed by 28 days from the contract schedule. To address this delay, a solution was implemented by accelerating the work, which involves an additional cost of IDR 37,248,750.
