Abstract

Project development of Rumah Ru Guest House and Main House encountered delays owing to inadequate initial planning and narrow access roads impeding material transportation. These constraints affected overall construction progress. To mitigate these problems, the Earned Value Methodology (EVM) was utilized, examining project performance concerning expenditure and duration. EVM encompasses three principal indices: Actual Cost of Work Performed (ACWP), Budgeted Cost of Work Scheduled (BCWS), and Budgeted Cost of Work Performed (BCWP). The research data was sourced from the executing contractor, CV. Cipta Karya Utama. The analysis reveals that the time performance from weeks 15 to 21 registered negative values for both Schedule Variance (SV) and Cost Variance (CV), indicating delays and cost overruns. The Schedule Performance Index (SPI) and Cost Performance Index (CPI) values being below 1 reflect inadequate performance in terms of both time and cost, suggesting that the work is lagging behind the planned schedule and that there are escalating costs. With a progress rate of -27.99% at week 21, the projected cost required to complete the project is IDR 13,736,136,610, which is IDR 1,079,046,375 above the contract value. The estimated time to completion (ETC) has escalated to 42 weeks from the original plan of 34 weeks, indicating an expected delay of 8 weeks.
