Abstract

Construction projects require effective human resource management to achieve cost efficiency. Factors such as contract value, project duration, and the number of floors are believed to influence labor costs, including expert workers, skilled labor, and general workers/supervisors. In this context, the study aims to provide a deeper understanding of the impact of these variables on labor costs, with the hope of assisting project management in optimizing workforce utilization. This study employs multiple linear regression analysis, using data from 20 building construction projects within the Government Office of ADN, Dili City, Timor-Leste. The independent variables include contract value (X₁), project duration (X₂), and the number of floors (X₃), while the dependent variables are expert labor costs (Y₁), skilled labor costs (Y₂), and general labor/supervisor costs (Y₃). The objective is to identify significant effects of these variables on labor costs. The analysis revealed that project duration (X₂) is the most significant factor influencing all components of labor costs (Y₁, Y₂, Y₃). Contract value (X₁) significantly affects expert labor costs (P = 0.034) but is not significant for skilled and general labor costs. The number of floors (X₃) has a significant simultaneous impact but a weak partial effect on the dependent variables. The regression model used demonstrates a high level of validity, with R² values exceeding 95% for all dependent variables. These findings highlight the critical role of project duration management in controlling labor costs in building construction projects.
