Abstract

Surabaya merupakan kota metropolitan kedua setelah Jakarta yang mengalami perkembangan pesat di berbagai bidang, terutama dalam pembangunan dan pembangunan alam perkantoran dan yayasan. Kerangka kemajuan dalam suatu ruang akan memiliki konsekuensi positif dan merugikan. Sisi positifnya adalah bahwa kerangka kerja kemajuan mempengaruhi perluasan sifat wilayah dan lebih lanjut bekerja pada bantuan pemerintah individu. Terlebih lagi, sisi negatifnya adalah kemajuan ini akan mempengaruhi perubahan penggunaan lahan dan potensi pengusiran atau pemusnahan aset normal yang ada. Akibat yang terjadi adalah lahan di daerah tertentu, misalnya daerah hortikultura, manor, atau hidroponik, akan berujung pada penutupan sumber-sumber usaha orang-orang. Akibatnya perbaikan metropolitan tidak serta merta memberikan keuntungan bagi daerah setempat. Namun demikian, perbaikan yang lebih berpijak pada kepedulian yang wajar terhadap daerah setempat dan tidak merusak iklim merupakan bagian positif yang harus dilakukan oleh otoritas publik untuk membina kota. Sehubungan dengan itu, kajian ini dialihkan untuk mengatasi permasalahan di wilayah Kota Cumpat, Surabaya, yaitu mengurangi kepadatan penduduk dan lahan lingkungan dengan kerangka rencana di Kota Cumpat menjadi Rumah Susun.
