Abstract

This study examines the governance of tourism in Madiun City from the perspective of collaborative governance. The issue addressed is the ineffective collaboration among government, community, and private sectors in developing sustainable tourism. The research aims to analyze the characteristics of collaborative governance, including starting condition, facilitative leadership, institutional design, and collaboration processes. A qualitative approach was employed, utilizing interviews, observations, and documentation to gather comprehensive data. The findings indicate that a favorable starting condition, characterized by the commitment of all stakeholders, is crucial for effective collaboration. Facilitative leadership plays a significant role in fostering dialogue among stakeholders, while a transparent institutional design ensures active participation. The collaboration process, which includes face-to-face dialogue and trust-building, leads to positive intermediate outcomes, such as increased tourist visits and improved facilities. Overall, the study highlights that strong collaboration can promote more inclusive and sustainable tourism development in Madiun City, ultimately benefiting the local community and economy.
