Abstract
Angka kehamilan remaja di Indonesia masih menjadi masalah serius yang mempengaruhi kesehatan dan kesejahteraan remaja. Kehamilan yang tidak diinginkan di kalangan remaja dapat menyebabkan berbagai masalah kesehatan, baik fisik maupun mental, serta dapat mengganggu pendidikan dan masa depan mereka. Berdasarkan data Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN), kehamilan remaja menjadi salah satu penyebab utama masalah kesehatan reproduksi di Indonesia. Untuk itu, kebijakan yang memberikan akses kepada remaja terhadap alat kontrasepsi dianggap penting untuk mengurangi angka kehamilan yang tidak diinginkan, serta mencegah penyakit menular seksual yang dapat berisiko pada kesehatan reproduksi mereka. Penelitian ini bertujuan untuk mengeksplorasi legalitas penggunaan alat kontrasepsi di kalangan remaja, khususnya anak usia sekolah, berdasarkan Peraturan Pemerintah No. 28 Tahun 2024 tentang Kesehatan Reproduksi. Metode yang digunakan dalam penelitian ini adalah metode penelitian hukum normatif, dengan pendekatan perundang-undangan dan konseptual. Hasil dari penelitian ini menunjukkan bahwa meskipun secara hukum remaja di Indonesia dapat mengakses alat kontrasepsi berdasarkan Peraturan Pemerintah No. 28 Tahun 2024, implementasinya di lapangan masih menghadapi berbagai tantangan. Akses yang terbatas, stigma sosial, serta perbedaan pandangan budaya dan agama di masyarakat menjadi hambatan yang signifikan. Dari perspektif hak asasi manusia, kebijakan ini sejalan dengan hak remaja untuk memperoleh layanan kesehatan reproduksi yang aman dan informasi yang akurat. Namun, kesesuaian dengan prinsip hak asasi manusia dan kesehatan reproduksi masih perlu disesuaikan dengan kondisi sosial dan budaya yang ada, serta peningkatan penyuluhan dan edukasi yang lebih komprehensif.
