Abstract

The implementation of child protection needs to receive significant attention because, in social life, children are considered a vulnerable group whose rights are often violated. In fact, children should be protected and nurtured in accordance with their growth and development. Children are also members of society who hold a strategic position in determining the future of the nation. This study aims to examine how child protection is implemented in the city of Surabaya. This study uses a qualitative research method. The results show that the implementation of Surabaya City Regulation No. 6 of 2011 on Child Protection has been carried out well. This is supported by several factors such as well-targeted and appropriate policy standards and objectives, adequate and accountable resources, excellent inter-organizational communication and law enforcement, as well as innovation in communication. In addition, the characteristics of the implementing institutions positively affect the performance of the implementers, and the social, economic, and political conditions align with the established regulations. The conclusion drawn from this study is that the policy implementation in the administration of child protection in Surabaya has been maximized, especially in the implementation of Shelters or Safe Houses for victims of violence. However, there is still a need for increased attention to the performance of handling NGOs that partner with DP3APPKB.
