Abstract

In Indonesia itself, the protection and fulfillment of political rights for Persons with Disabilities is still a crucial problem, because acts of discrimination are often found in the exercise of political rights for persons with disabilities. The aim of this research is to find out how the 2024 elections will be implemented for people with disabilities, as well as the factors inhibiting the implementation of elections for people with disabilities which are analyzed using the Mazmanian and Sabatier policy implementation model which has three indicators, namely: problem characteristics, policy characteristics and environmental factors. This research uses descriptive qualitative research methods, with data collection techniques carried out by observation, interviews and documentation. The results of this research show that people with disabilities in the 2024 elections experience difficulties with folding ballot papers and stage fright. So the participation rate of people with disabilities only reached 18%. This is due to inhibiting factors such as a lack of election-related outreach to people with disabilities, the existence of polling stations that are not friendly to people with disabilities, especially wheelchair users, and the lack of braille for the blind.
