Abstract

The Mojokerto Regency Government has a program to develop the tourism sector, this is in accordance with Regional Regulation Number 8 of 2019 concerning the Master Plan for Tourism Development. This research focuses on aspects of implementing Good Tourism Governance in developing tourist villages. The research method used is descriptive qualitative which produces data in the form of written words from interviews, observations and documentation. This research was conducted to determine the various roles and involvement of the government sector, the private sector and the community in its implementation guided by the principles of Good Tourism Governance. Bejijong Village, as one of the pioneering tourist villages in Mojokerto Regency, is trying to develop various facilities and human resources to become a tourist village that has cultural character as a selling point that can have a positive impact on the Bejijong community. The elements involved from the Mojokerto Regency Tourism, Youth and Sports Culture Service, Bejijong Village, Bejijong Tourism Village Institute, and the community have roles that need each other to synergize in developing tourist villages in improving the quality of human resources who are aware of the importance of caring for and developing The tourist village in Bejijong Village is the only tourist village that carries a cultural theme. However, in its implementation there are still several obstacles due to the Covid-19 pandemic which has halted the pace of development of tourist villages and there are also several factors of lack of synergy between the Bejijong Village government and the Mojokerto Regency Culture, Tourism, Youth and Sports Department which resulted in the process of developing the Bejijong tourist village become more obstructed.
