Abstract

The activities of a publicist or public relations (PR) in the current era have shifted from the traditional era to the modern era. Public relations activities in the current era are carried out using digital media, such as using social media, so it is known as digital public relations. The use of digital media makes a PR's activities more practical in disseminating information. Through this research, researchers want to examine more deeply to find out the related strategies carried out by the East Java Province BNN Public Relations in building an image through Instagram social media. This research uses a public relations model, namely two-way asymmetric and two-way symmetric by James Grunig and Hunt. This public relations model then developed into the theory of public relations excellence which was also used by researchers in this study. This research uses a qualitative approach with a qualitative descriptive research type. To obtain the required data, researchers conducted interviews with several informants, namely the East Java Province BNN Public Relations and five followers of the East Java Province BNN Instagram account. Apart from that, researchers also carry out observations and documentation to complete the data needed by researchers. Based on the data that has been obtained, the researchers obtained research results that the East Java Province BNN Public Relations in the practice of the two-way asymmetric model implemented a strategy to persuade followers through content uploaded on Instagram and the two-way symmetric model was carried out by paying attention to the responses from followers. However, the implementation of these two models is not fully carried out by the East Java Province BNN Public Relations, especially in the implementation of the two-way symmetric model. So what is being done by East Java Province BNN Public Relations is not yet effective and cannot make the organization excellence.
