Abstract
This research aims to describe and analyze the implementation of the Stunting reduction policy and identify the inhibiting factors in the implementation of the Stunting reduction policy in Kedung Baruk Subdistrict, Surabaya City, which is based on the theory of policy implementation by Charles O. Jones (1984) with 3 important activities or aspects, namely organization, interpretation, and implementation. This research uses qualitative research methods, combining primary and secondary data sources. Data was obtained through collection techniques such as observation, interviews and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and drawing conclusions. The research results show that the stunting reduction policy in Kedung Baruk Village has succeeded in reducing the stunting rate every year, supported by the researchers' findings. However, the performance of the Stunting Reduction Acceleration Team (TPPS) has not been optimal. Even though TPPS was established through Surabaya Mayor Regulation Number 79 of 2022 and the Village Head's Decree, its implementation faces obstacles, such as limited human resources and budget. TPPS experienced overlapping roles and a lack of understanding of their duties, so that implementation was not optimal. Great Surabaya cadres and sub�district midwives play an important role by visiting the homes of stunted toddlers for data validation and counseling. Funds come from the APBD and donations from residents, but limited budgets prevent timely assistance. The lack of comprehensive socialization results in low understanding by the community and implementers about stunting. Overall, even though posyandu and counseling have been implemented, policy implementation requires increased coordination, division of tasks, and understanding of team members so that stunting reduction is more effective.
