Abstract

The Surabaya-Malang population movement is the dominant movement. In line with the phenomenon that occurs, the increase in traffic density between the two cities is ultimately unavoidable so that it requires a mode of transportation that can meet the mobilization of the population between the two cities. This Surabaya-Malang travel route can be served by commuter trains. Penataran Commuter Line Train is one of the public transportation services owned by PT Kereta Commuter Indonesia (KCI) Region VIII Surabaya to accommodate passengers who want to travel the Surabaya-Blitar route, passing through Malang and vice versa. However, in terms of attracting public interest in using public transportation, it is necessary to review the quality of the operational performance of the Penataran CL Train to increase service user satisfaction. This study aims to analyze the quality of operational performance and the level of passenger satisfaction with the use of CL Penataran train services. The method used is the operational performance of public transportation referring to SK.687/AJ/DRDJ/2002 and PM 63 of 2019 by considering aspects such as load factor, travel time, downtime. Meanwhile, the Importance Performance Analysis (IPA) method was also used in the study to review the level of passenger satisfaction. Based on the results of the analysis, there are still aspects that have not met the standards such as load factor on trains with NOKA 431, 433, 435 and downtime for all trains. The highest load factor was found on NOKA 437 with an average value of 73.99%. While the travel time aspect is considered to have met the standard with the fastest travel time of NOKA 435 which has an average value of 2.19% faster than the scheduled travel time in GAPEKA 2023. Although the downtime aspect has not met the standard, it is considered good enough with passenger waiting times ranging from 2-17 minutes. Then for the level of passenger satisfaction results in the greatest level of passenger satisfaction in the empathy quality dimension with an average value of 94.51%. In line with this, the main priorities that need attention are cleanliness in the carriage, cleanliness of toilets with water as needed, the condition of air circulation facilities, passenger comfort during travel, and safety and health facilities in the carriage.
