Abstract

Negara memiliki kewajiban melakukan pelayanan kesehatan sesuai dengan UndangUndang Dasar 1945, tidak hanya terfokus pada pulau Jawa tetapi harus merata ke seluruh pelosok negara Indonesia. Indonesia memiliki daerah 3T dengan sangat banyak sekali permasalahan didalamnya salah satunya adalah konflik sosial. Didalam daerah 3T yang rentan terjadi konflik sosial membuat terhambat bantuan pelayanan kesehatan yang dikirimkan oleh negara. Dalam bantuan pelayanan kesehatan ini negara mengirimkan tenaga kesehatan sesuai program milik Kementerian Kesehatan Republik Indonesia yaitu Nusantara Sehat termasuk bidan. Dibeberapa daerah 3T konflik sosial membuat para bidan terancam bahkan terbunuh karena tidak terjamin keamanannya, maka dari itu menjamin keamanan bidan sangat penting dilakukan untuk meningkatkan pelayanan kesehatan secara merata ke seluruh daerah di Indonesia serta mengupayakan memenuhi hak-hak bidan yang sedang bertugas di daerah 3T dengan konflik sosial tetapi dari banyaknya peraturan yang ada, pengaturan lebih lanjut yang mengatur bentuk jaminan keamanan yang harus didapatkan oleh bidan belum diatur dalam peraturan perundang-undangan dan juga dalam memenuhi hak atas rasa aman pemerintah pusat atau pemerintah daerah masih belum maksimal dalam pelaksanaannya.
