Abstract

Balai Besar Karantina Pertanian Surabaya adalah instansi pemerintah atau salah satu unit pelaksana teknis lingkup Badan Karantina Pertanian. Tugas pokoknya adalah melaksanakan pencegahan masuk, keluar dan tersebarnya hama dan penyakit hewan karantina, hama dan penyakit ikan karantina, dan organisme pengganggu tumbuhan karantina; serta pengawasan dan/atau pengendalian terhadap keamanan pangan dan mutu pangan, keamanan pakan dan mutu pakan, tumbuhan dan satwa liar, serta tumbuhan dan satwa langka yang dimasukkan ke dalam, tersebarnya dari suatu area ke area lain, dan/atau dikeluarkan dari wilayah Negara Kesatuan Republik Indonesia. Penelitian ini bertujuan untuk mengetahui pengaruh pembayaran kinerja dengan pelatihan sebagai variabel moderator untuk meningkatkan kinerja pegawai pada Balai Besar Karantina Pertanian Surabaya. Hipotesis dalam penelitian ini yaitu pembayaran kinerja berpengaruh terhadap kinerja pegawai Balai Besar Karantina Pertanian Surabaya, pelatihan berpengaruh terhadap kinerja pegawai Balai Besar Karantina Pertanian Surabaya. Dan pelatihan memoderasi hubungan antara pembayaran kinerja terhadap kinerja pegawai Balai Besar Karantina Pertanian Surabaya. Populasi dalam penelitian ini yaitu pegawai wilayah kerja juanda Balai Besar Karantina Pertanian Surabaya. Teknik pengambilan sampel menggunakan Teknik sampling jenuh yaitu seluruh anggota populasi dijadikan sampel penelitian, sejumlah 50 orang. Metode pengumpulan data yang digunakan adalah menggunakan kuesioner. Dan teknik analisis data yang digunakan dalam penelitian ini adalah uji regresi moderasi, uji kualitas data, dan uji asumsi klasik. Adapun analisis data dalam penelitian ini menggunakan SPSS Versi 22. Berdasarkan hasil penelitian yang diperoleh dapat disimpulkan bahwasannya pembayaran kinerja berpengaruh terhadap kinerja pegawai Balai Besar Karantina Pertanian Surabaya, dengan signifikansi 0,000 < 0,05. Begitu pula dengan pelatihan yang berpengaruh signifikan terhadap kinerja pegawai dengan nilai signifikansi sebesar 0,000 < 0,05, Namun untuk pelatihan sebagai variabel moderator antara pembayaran kinerja terhadap kinerja pegawai, hasil yang ditunjukkan adalah pelatihan tidak dapat memoderasi hubungan antara pembayaran kinerja dengan kinerja pegawai Balai Besar Karantina Pertanian Surabaya. Hal ini dapat dilihat dari nilai signifikansi yang lebih besar dari 0,05 yaitu 0,463.
