Abstract

Dalam implementasi kebijakan publik merupakan salah satu tindakan yang bertujuan untuk mencapai tujuan pengambilan keputusan yang telah direncanakan sebelumnya. Implementasi kebijakan publik merupakan langkah penting dalam mewujudkan kebijakan publik global.E-Filling merupakan program modernisasi yang dirancang untuk memanfaatkan IT secara maksimal. Menurut PER-01/PJ/2014, e-filling adalah suatu cara penyampaian SPT Tahunan secara elektronik yang dilakukan secara online dan real time melalui internet pada website Direktorat Jendral Pajak (www.pajak.go.id) atau penyedia jasa aplikasi atau application service provider (ASP). Kepatuhan adalah motivasi seseorang, kelompok atau organisasi untuk berbuat atau tidak berbuat sesuai dengan aturan yang telah ditetapkan. Kepatuhan Perpajakan merupakan ketaatan, tunduk dan patuh serta melaksanakan ketentuan perpajakan. Tujuan penelitian ini adalah untuk menganalisis implementasi program e-Filing dalam upaya meningkatkan Kepatuhan Wajib Pajak pada studi Kantor Pelayanan Publik Pajak Pratama Surabaya Gubeng dan mengetahui seberapa banyak penggunaan e-Filing di masyakarakat pada Kantor Pelayanan Publik Pajak Pratama Surabaya Gubeng. Menggunakan kualitatif dalam pendekatan deskriptif, untuk pengumpulan data disini melalui observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa ada 6 diantaranya ialah indikator standar dan sasaran kebijakan cukup berhasil karena sudah tercapainya target yang telah ditemukan baik target perorangan mapun lembaga dengan kebijakan tersebut membukikan telah tepat sasaran dan sesuai dengan standar, sumber daya disini dinilai cukup baik dari segi anggaran maupun SDM dan juga kesiapan staff dalam melaksanakan kebijakan tersebut, karakteristik organisasi pelaksana dinilai sudah cukup sesuai dalam mengimpementasikan program e-Filing pada KPP Pratama Surabaya Gubeng, komunikasi antar organisasi dan kegiatan-kegiatan pelaksana e- Filing disini ialah pemerintah dan Lembaga yang bersangkutan dan KPP Pratama Surabaya Gubeng sudah memberikan sosialisasi kepada Masyarakat tentang pelaporan SPTahunan yang sudah tidak manual lagi, namun pada indikator sikap para pelaksana dan indikator lingkungan sosial, Ekonomi dan politik masing-masing sudah cukup baik dalam mengimplementasikan program e-Filing namun masih banyak yang belom bisa mengikuti perkembangan zaman maka dari itu harus selalu dilakukan sosialisasi kepada Masyarakat.
