OPTIMIZING THE ROLE INSTITUTE OF FOREST VILLAGE (LMDH) AND ACCELERATION CERTIFICATION PROGRAM IN EKOLEBEL.pdf

Abstract

The Surabaya residents population has exceeded the ideal capacity of 2.1 million people or 75 people per hectare to 2.9 million people or 87 people per hectare in 2010. It is recorded that there are 30 people in a day come to Surabaya and it is difficult to hold it back. It is expected that their coming in majority are potentially not as effective citizens. This research focuses on the problem of illegal residences and illegal bussinesses in Surabaya. And the survey found: (1) the knowladge of urban about regulation, policy, and the overcoming program of illegal residences and illegal bussinesses are less because there is no socialization; (2) the urban attitude and appraise of the overcoming teraphy of illegal residences and illegal bussinesses are tending to negative, since these are reported (i) not involving the urban, (ii) not belonging the urban, (iii) not beneficial to the urban, and (iv) not using persuasive approarch. On the contrary, as the sources (informans) such as neighborhood officer, apparatus pillars resident, village chief, subdistrict head, and city officel appraise that the overcoming teraphy of illegal residensec and illegal bussinesses: (1) communicative, (2) persuasive, and (iii) responsible. Both the urban and the sources appraise that the overcoming teraphy are less economical and efficient, because it is done sporadically and unconsciously. Commonly, the urban want to stay in the city eventhough they are not succeeded yet in life. They want to be efficient citizens that: (i) faithful to the law, (ii) faithful to pay tax, (iii) maximize the qualified financial and educational service, and (iv) striving by bring the city forward to live in his/her pofession althaough as a laborer. The situation has the potential to further decrease of negative issues in Surabaya in the future, despite the urbanization ongoing sustainable
