Abstract

Proof of rights in land registration system is made to ensure legal certainty over land rights holders, so the event of any later land disputes, land-rights holders can prove that has the right to the land. In practice, land registration made by the Head of the Land Office with the assistance of the Land Deed Official (PPAT) as adjuvant implementing land registration by providing evidence that will be used as the basis for the registration of certain soil amendments. As the official was authorized to create and validate legal acts pertaining to land, PPAT is expected to ensure the accuracy, certainty, and correctness of the information contained in the land deed deed made because ultimately determines the land registration process and the final outcome of that title deed for land registration. PPAT who did land registration process in accordance with Regulation No. 24 of 1997 on Land Registration and PMNA / Head of BPN No. 3, 1997. In analyzing these authors do several approaches. The approach used is the approach of legislation (Statutue Approach), and Conceptual Approach (Conceptual Approach). Legal materials used are Legal Materials Primary (Primary Sources) and Secondary Legal Materials (Secondary Sources). 24 of 1997 on Land Registration and PMNA / Head of BPN No. 3, 1997.
