Abstract

Kemisikinan adalah rentetan permasalahan-permasalahan yang sangat kompleks yang terjadi dikalangan masyarakat serta kemiskinan merupakan permasalahan yang sangat serius untuk diatasi. Maka itu perlu adanya dukungan serta support yang diberikan pemerintah berupa kebijakan-kebijan yang di buat dalam menyelesaikan persoalan dan permasalahan yang ada. Kartu Keluarga Sejahtera (KKS) merupakan kartu yang diciptakan pemerintah guna melindungi masyarakat yang memiliki tingkat ekonominya masih rendah atau miskin. Penelitian ini bertujuan untuk menganalisa secara mendalam Implementasi Kebijakan Pemerintah Daerah dalam pelayanan pembuatan Kartu Keluarga Sejahtera (KKS) di Kelurahan Menur Pumpungan, Kecamatan Sukolilo Kota Surabaya serta mengetahui faktor pendukung dan penghambatnya. Adapun jenis yang digunakan dalam penelitian ini adalah metode deskriptif dengan analisis kualitatif. Sumber data yang digunakan adalah data primer dan sekunder. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan adalah analisis kualitatif. Hasil dalam penelitian ini menunjukkan bahwa Implementasi Kebijakan Pemerintah Daerah dalam pelayanan pembuatan Kartu Keluarga Sejahtera (KKS) di Kota Surabaya terlihat berjalan dengan baik, namun terdapat beberapa hal yang masih perlu diperbaiki. Faktor pendukung dalam pelaksanaan program pembuatan Kartu Keluarga Sejahtera Di Kota Surabaya adalah kemudahan pada proses yang mana semua proses dilakukan dengan sistem dan mekanisme secara online karena menggunakan IT yang berbasis data yang update. Sedangkan faktor penghambatnya adalah kurangnya sumber daya manusia dan terbatasnya anggaran yang ada.
