Abstract

The development of global, regional and national strategic environments must be faced by Indonesia by preparing a strong defense system. One of the elements to support a strong defense is, the availability of training areas that can be used by the TNI to train its personnel to always be ready to carry out the main task of maintaining the sovereignty of the Unitary Republic of Indonesia. To ensure the preservation of state assets for training areas, The Regulation of Defense Ministery Republic of Indoensia No. 138 of 2018, has issued a policy on the area of defense and regional defense plans. Facts on the ground show that there are still many conflicts over land ownership. The purpose of the present study will be to analyze the policy with a locus in the Indonesian Navy's training area in Grati Pasuruan. The research method uses descriptive qualitative method, with a phenomenological approach. The theory used is the theory of public policy implementation of Van Matter and Van Horn. Analysis and discussion of research on standard factors and policy targets / measures and policy objectives are not optimal because there is still land that is illegally controlled by the community, in terms of resources, lack of personnel to oversee assets. Characteristics of implementing organizations are gaps between the central and regional governments in uniting the vision of the interests of the nation and state. The attitude of the implementers still occurs as gross as the ego of the related entity. Communication between related organizations and implementation activities has a long span of control and requires a long time. The social, economic and political environment becomes a very significant factor with the existence of political agendas in the regions. The supporting factors of the policy are the training area in accordance with the needs of the TNI and several policies that support the existence of the training area, including the Grati training area which is legally owned by the Navy. The inhibiting factors for the implementation of the policy are the attitudes of the community and regional government which are not compliant with the applicable law. The findings of the concept of the defense spatial planning model in this research are, it is necessary to form an independent body that has full authority as a driver force in making decisions related to national spatial planning, the network that is used to be effective and efficient is the Wheel Network by being strengthened by government policy. The conclusion of this research is that the policy of the defense area and the plan of the defense area are not yet optimal so that the research recommendations are to immediately carry out research results recommendations for the benefit of the nation and state.
