Abstract

There are still many people who are dissatisfied with public services, due to the lack of maximum services so that the community conducts complaints to the ombudsman of the Republic of Indonesia. Licensing services are now a national problem, it also happens in Surabaya. So, efforts to improve the quality of public services have become an act of issue and became the focus of attention for the government. Even though the city of Surabaya received the highest number of complaints in East Java. The City Government of Surabaya took various ways to improve the quality of public services that were effective and fast. the aim is to find out the effectiveness of the Surabaya Single Windows (SSW) program in a Unit Pelyanan Satu Atap (UPTSA) Surabaya. This research method is a qualitative descriptive study and this sampling technique uses non- probability type of total sampling, which is used to determine the number of employees and research informants. The effectiveness of the Surabaya Single Windows program in Unit Pelayanan Satu Atap can save time and cost transparency, the Surabaya city government created the Surabaya Single Windows program to shorten the time and make it easier to administer licenses online.
