Abstract

The National Narcotics Agency is one of the institutions dealing with narcotics other than the police and courts, narcotics is a problem for every region in Indonesia, including in Sumenep Regency, which is a problem with the lack of resources for Sumenep National Narcotics Agency employees to be less effective in combating drug trafficking, especially on islands. In measuring Policy Implementation the writer is guided by Edward III Theory which where there are Four points to measure it namely Communication, Resources, Disposition and Bureaucratic Structure, researchers take data analysis techniques with qualitative descriptive methods, in this study consisted of six informants namely one person in in the field of prevention of one person in the field of eradication and one person in the field of rehabilitation also one person in the general head of the subdivision, researchers also interviewed the community namely one student and one community member After the implementation of the research related to the implementation of Law No. 35 of 2009 concerning narcotics went well in accordance with the annual work plan and fulfilled the implementation target, but it was an obstacle in implementing this policy in terms of inadequate facilities, as well as the Human Resources where the National Narcotics Agency Sumenep has not fulfilled the minimum number of ideal employees set by the National Narcotics Agency of the Republic of Indonesia, which in the eradication section only has four members so that the implementation of the archipelago is less than optimal.
