Abstract

Cost factor is a crucial factor considering that failure in other factors will result in an increase in cost expenses. Failure to meet the required technical specifications will result in a rework which requires extra costs. Likewise, delays in execution or completion of work that exceed the stipulated time limit will result in late fines. Warehouse Construction Project of PT. Tempo (PTT) in Banjarmasin which was implemented by PT. Mitra Surya Persada (MSP) from Surabaya with an implementation period of 300 (three hundred) calendar days experienced a time delay of 14 calendar days which resulted in late fines. This study aims to analyze the risk of cost losses caused by delays in work execution time. The total delay in completion time is the accumulation of each delay in completion of work during the implementation period. HOUSE OF RISK (HOR) analysis method is use to find out the work factors that affect the delay in implementation time, the impact of project cost losses and mitigation efforts that can be taken as a precautionary measure against similar problems in similar projects. From the analysis, the result shows that the cost loss on late fees is Rp. 361.254.112, - where the three delay works and have the biggest cost loss impact are on the floor plate work on the warehouse structure of Rp. 88,239,611, - (24,426%), a fence of Rp. 63,217,145 (17,499%) and the erection of Rp. 33,612,650 (9,304%). The proposed mitigation measures include: analyzing the risk of delays in each work at the beginning of project implementation so that the potential cost risks that arise are known, monitoring delays continuously in the work implementation period so that early handling of delay can be taken to prevent additional potential cost risks and conducting evaluation periodic delays in the implementation period in order to determine the risk value of costs that have occurred so as to prevent recurrence of delays and avoid the risk of costs.
