Abstract

Zainal Arifin, 2020: Effectiveness of Village Fund Allocation Management in Increasing Village Development in Sokobanah Daya Village Sokobanah District Sampang Regency. Bachelor Thesis. Public Administration Study Program, Faculty of Social and Political Sciences, 17 August 1945 University, Surabaya This study aims to determine the effectiveness of the use of Village Fund Allocation (ADD) in the Development of Sokobanah Daya Village, Sokobanah District, Sampang Regency. And to find out the factors that hinder the use of Village Fund Allocation (ADD) in Development in the Village of Sokobanah Daya, Sokobanah District, Sampang Regency. Data collection methods used in this research are literature study and field study. Furthermore, the results of the study were analyzed through descriptive analysis methods which illustrate how effective the level of management of village fund allocations is in increasing village development and the inhibiting factors in the process of using village fund allocations in increasing village development. The data used in this study are primary data and secondary data with research subjects consisting of the Village Government, the Village Consultative Body of the Village Community Empowerment Institute and the people of the Sokobanah Daya Village. The results showed that the effectiveness of the use of Village Fund Allocation in improving development in Sokobanah Daya, Sokobanah Subdistrict, Sampang Regency, where there are three stages, namely planning, implementation and accountability. Based on the results of the study, the planning stage, seen from the musrembang held by the Village Fund Allocation implementation team, was still ineffective, where in the development planning activities community participation was still very low, due to the lack of transparency of information conveyed by the Sokobanah Daya Village apparatus to the community. Stages of implementation based on the results of research are less effective, where the use of the Village Fund Allocation budget can be resolved properly but due to lack of transparency of information related to the implementation of activity planning by the village government to the community, so that the achievement of the objectives of using the Village Fund Allocation carried out in Desa Sokobana Daya is still less effective. At the stage of accountability in the process of using Village Fund Allocation is still ineffective, where the preparation of the accountability report is not prepared by the Sokobana Daya village government and there is no evaluation of activities that should be carried out together with the people of Sokobana Daya Village. This is because the process created at each stage of the Village Fund Allocation Management is not in accordance with the management principles and objectives of the Village Fund Allocation which prioritizes transparency of information to the community as an evaluation team of each development activity undertaken. Whereas the inhibiting factors are the lack of human resources from the management team, information management, and the lack of community participation.
