Abstract

BOS is a government program to provide non-personnel operational costs for basic education units as the implementer of the compulsory education program. The BOS program aims to ease the burden on the community on quality education financing, funds received by madrasahs involving the teacher council and the Madrasah Committee. Through the BOS program, madrasah residents are expected to be able to further develop the quality of madrasahs, the day they will get better towards superior madrasah. BOS funds were sometimes late in getting into school accounts. Urgent needs are often not directly proportional to reality, because BOS often arrives late. The reporting system takes up the time for BOS treasurer teachers to teach. The chain of channeling BOS funds was long through local government accounts before entering school accounts. In practice, BOS limits the freedom of schools to allocate it as needed. The school was troubled in managing BOS funds. This study aims to describe the implementation of BOS policies, analyze the supporting and inhibiting factors and build a model for implementing the policy. The study was conducted using a qualitative approach with the informants of the Madrasah Head, Committee, BOS Madrasah treasurers and district Ministry of Religion BOS implementers. The results showed that the implementation of the Madrasah Operational Assistance policy indicated that the four variables of Edward were not implemented properly. Technical implementation instructions already exist. Communication factors from the planning process to submission are often hampered and less communicative. The Madrasah BOS policy is not involved in the planning process. It can be said that the BOS program failed to be implemented. Policies are drawn up without an academic study by ignoring the target group and the real conditions of management and educational performance in madrasah / schools. Based on field data and theoretical studies, the effectiveness of the implementation of the BOS program policy would be better if the four Edward III variables, namely Bureaucratic Structure, Communication, Disposition and Resources, need to add one more variable, namely stakeholder collaboration.
