Abstract
Empowerment Community Program or abbreviated PRODAMAS PLUS is a program of Kediri City Government that was intended for each Society in Kediri City, because of this program was done by people in this town directly,so various risk that is started from planning, implementation until accountability reports especially in the scope of road infrastructure, so it is necessary to know the level of risks that arise in order to determine the right response easily. The Techniques to identifying risks is using literature study, then it was validated by experts and questionnaires at 30 respondents that were chosen to obtain frequency and risk impact data on the linkert scale. The result of questionnaires will be used to analysis use Analytical Hierarchy Process (AHP)method. After the dominant risk factor were known, then it will be analyzed use expert validation to determine the right response. The result of 33 risk variables that was analyzed by expert was obtained the most dominant risk variable was the competency of facilitator is bad. Then,the experts suggested to solve the dominant risk was obtained use preventive strategy by making selection to produce the facilitators who have competence in construction, administration, communication and have good work ethic also correction strategy by training to facilitators.
