Abstract

The implementation of a Design and Build (DB) contract requires the preparation of complete & clear procurement documents and mature bidding documents so that when the contract is signed, it will not cause differences in understanding that can result in the risk of additional costs, time and quality.This study aims to determine the risk factors that occur during project work and find out the most dominant risks based on time, quality, and costs that can affect the cost and time performance of a state building construction project with a Design and Build contract. The method used in this analysis is Severity Index Analysis (SI) and combined with a Probability-Impact Grid. Risk response is carried out on several variables that cause significant risks in the aspects of cost, time and quality. Questionnaire respondents were the parties involved in the Design and Build Contract for the Construction of the Airside Utility Building and the Supporting Facilities of the Juanda International Airport, Surabaya, which consisted of the owner / user (airport authority), project manager, Construction Management Consultant and Implementing Design and Build. The results of this study indicate that the most dominant factors based on cost and quality are electronic change policy, material change policy,differences in electronic interception, EIA documents are not detailed, delays due to special material, and delays due to electronic utilities. Whereas the most dominant factors based on time that cause the risk of a state building construction project with a Design & Build contract are electronic change policy, material change policy, different electronic interception conditions,delays due to special materials, and delays due to electronic utilities.
