Abstract
Construction project delays are a significant issue that can hinder the achievement of time, cost, and productivity targets. This study aims to identify the risk events and risk agents causing delays in the Stonegate Park Citraland Surabaya housing cluster project and to prioritize these risk agents using the House of Risk (HOR) Phase 1 method. Data were collected through observation, interviews, and questionnaires distributed to project stakeholders. The research instruments underwent validity and reliability testing using IBM SPSS prior to analysis via the HOR method. The results reveal eight risk events and nine risk agents influencing project delays. Based on Aggregate Risk Potential (ARP) values, the priority risk agents include ineffective communication among workers, a lack of workforce understanding regarding correct work procedures, poor workforce discipline, and workforce skills and capabilities that do not align with the job requirements. These findings are expected to serve as a guide for contractors in mitigating project delay risks and as a reference for future research in the field of construction risk management.
