Abstract
Major cities in Indonesia face various public service challenges, one of which is traffic congestion that has become a critical issue in the transportation sector. Surabaya, as a metropolitan city with a population growth reaching 2,893,698 inhabitants, has experienced a significant increase in vehicle numbers, exceeding four million units in 2022. One of the most severe congestion points occurs around Keputran Market, a traditional market functioning as a central distribution hub for vegetables and food commodities. Illegal parking, limited designated parking areas, loading-unloading activities on the roadway, and narrow road conditions disrupt traffic flow and increase the risk of accidents. This study aims to analyze the feasibility and service quality of the road segments providing access to Keputran Market based on the criteria stipulated in the Ministry of Public Works and Housing Regulation (Permen PUPR) No. 4 of 2023 concerning Road Feasibility Guidelines. The assessment is conducted using the Star Rating Score method by evaluating safety attributes, road physical conditions, land use characteristics, and traffic flow conditions. Data were collected through field observations and technical assessments following applicable procedures. The results of the study indicate that, in general, the access road to Keputran Market has met the road functional feasibility requirements. The road sections received 1-star and 2-star ratings, which indicate conditions that are highly concerning for drivers. However, several road sections achieved 3-star and 4-star ratings, indicating that they are still functionally feasible despite existing issues such as pavement deterioration, illegal parking, commercial activities occupying sidewalks, and inadequate supporting facilities.
