Abstract

The Fishermen Settlement of RW 4 and RW 5 in Panggungrejo Village, Pasuruan City, is a coastal residential area that has developed organically without adequate planning, resulting in various environmental issues such as high building density, limited public facilities and infrastructure, lack of green open spaces, inadequate drainage systems, and poor waste management. These conditions have contributed to the decline in environmental quality and the living comfort of the fishing community. Therefore, a sustainable development strategy is required to improve the quality of the settlement. The objective of this design project is to develop public facilities and infrastructure within the fishermen settlement of RW 4 and RW 5 by utilizing available vacant land to enhance environmental quality, social interaction, and public health. The design adopts the Eco-Settlement approach, a sustainable settlement concept that integrates environmental, social, and economic aspects within the planning process. The methodology includes primary and secondary data collection, existing site condition analysis, community needs assessment, and the application of Eco Settlement principles in developing design concepts and spatial planning. The proposed design includes the development of a community hall, community health center, reading park, children's playground, segregated waste collection facility, public sanitation facilities, drainage improvement, additional green open spaces, and improved circulation systems. The proposed development is expected to create a healthier, more comfortable, productive, and sustainable fishermen settlement while improving the quality of life of coastal communities in Panggungrejo Village, Pasuruan City.
