Abstract

In today's digital era, public services are also required to be faster, more transparent, and more easily accessible to the public. The Malang City Population and Civil Registry Office as an agency that serves population administration faces various challenges, one of which is the lack of a system that can help the public track the status of document submissions online. This study aims to develop a SIAPEL (Electronic Service Application Information System) mobile application that can be used by the public to apply for services such as making KTP, KK, Birth Certificates, as well as viewing application status in real-time and making complaints via WhatsApp bot. Application development was carried out using the Classic Life Cycle (Waterfall) method. The application was built using Flutter for the frontend and Laravel for the backend, and was tested using an automatic testing method to ensure all features were running properly. The development results showed that all the main functions of the application, such as login, account registration, service submission, checking application status, and WhatsApp integration, were successfully executed with a 100% success rate in the designed test scenario. In addition, based on the results of the respondent evaluation, 90% stated that the application was easy to use, and 86% considered the application UI to be attractive and clear. Status notification features, ticket QR codes, and complaint systems are considered to provide convenience and increase service transparency. The application is also able to increase transparency and convenience in public administration services.
